The desire of the British, especially the Governor General Lord Lugard to establish the city was born out of the discovery of coal in Enugu. The discovery of coal in Enugu led to the idea of establishing a port to facilitate the exportation of the coal. The land was acquired, the port built, and the city started developing. The name of the city became Port Harcourt, named after Lious Vernon Harcourt, then then Secretary of the Colonies.

The city was well planned, and was developed to be a green city, sometimes called “the Garden City.” Furthermore, in the 1950s and 1960s, it shifted away from just a port city to a heavily industrialized city with a focus on oil exploration and export.
